Once someone has his/her Technician license (also called their “ticket”) another great way to practice aside from listening to the local repeaters is to get involved with the local Radio Amateur Civil Emergency Service (RACES, pronounced “RayCEEZ”) or Amateur Radio Emergency Service (ARES, pronounced “AirEEZ”) groups. These folks work with their city/county emergency management organization. You can train through working as a storm spotter if you so choose or at what we call public service events (marathons, concerts, fireworks displays, etc).
I got into amateur radio after seeing what they did to help out folks in my neck of the woods during Hurricane Rita. I also was designated as the commo/intel guy for my little prepper group. These days I can reach around the world with my digital HF station. I’ve worked stations as far west (from DFW) as Kyrgyzstan and as far east as Russia and Ukraine. I’ve also worked south to Chile, Brazil and Argentina.
